To effectively curb infringement onintellectual property rights (IPR), a fair and just international rule considering the realities of different countries must be established, Wang Jingchuan, commissioner of China's State Intellectual Property Office, said Wednesday.
In a speech at the just-concluded 2005 Fortune Global Forum, Wang said, "A harmonious environment encouraging dialogue rather than confrontation, cooperation rather than disputes" was particularly necessary.
Wang reaffirmed the "unswerving determination" of the Chinese government in cracking down on IPR infringement.
"As a latecomer in the global campaign on IPR protection, Chinahas made rapid progress and established a legal and administrativeprotection mechanism in line with its realities," he said.
Government efforts only were not enough to solve the difficult issue, Wang said, adding, "The IPR-protection awareness of the people must be improved fast."
He also called on the international community to give more timeand opportunities to developing countries that are making efforts in this regard.
Calling IPR infringement "a historical and global issue," Wang said even countries with an IPR protection system of more than 100years old could not stop infringement.
"Only when IPR protection measures suit the development level of a country's productivity and are constantly updated to meet itseconomic demand can positive impact be achieved," he said.
Wang said that over the past two decades, the Chinese government has always balanced the interests of IPR owners, users and the general public. "The better we can handle such a balance, the more effective our IPR protection efforts will be," he said.
