Political consultation means that CPPCC conducts consultations on
the country's basic policies and important issues relating to
political, economic, cultural and social affairs before a decision
is made and implemented. The CPPCC's National Committee and various
local committees may, as proposed by the CPC, the Standing
Committee of the National People's Congress, the people's
government, other political parties and people's organizations,
convene a meeting for representatives of all parties, organizations
and people from various ethnic groups and all walks of life to
engage in consultations. They may also suggest that the units
listed above submit issues of importance for discussion.
Democratic supervision means that CPPCC exercises supervision by
introducing proposals and constructive criticism regarding the
implementation of the Constitution, laws and regulations of the
state, the implementation of major policies formulated by the CPC
Central Committee and state organs, and the work of state agencies
and their staff.
The National Committee and various local committees of CPPCC
publicize and carry out the state's Constitution, laws and various
policies; promote the active participation of social groups with
the aim of achieving both material and ethical progress; and assist
government agencies in cracking down on economic crimes and other
areas which disrupt the development of socialism.
The CPPCC National Committee and local committees maintain close
contact with representatives from various walks of life, reflecting
their interests and demands, put forward suggestions and offer
criticism on issues concerning the work of government agencies and
employees, and assist government agencies in institutional and
structural reforms to improve efficiency, overcome bureaucracy and
build an honest government.
The CPPCC National Committee and local committees handle and
regulate the relationships between various aspects of the united
front as well as important issues concerning cooperation inside
CPPCC.
The CPPCC National Committee and local committees are responsible
for disseminating advanced ideology and carrying out education in
relation to ethics regarding the love of country, people, work,
science and socialism as well as revolutionary ideals, morality and
discipline.
The CPPCC National Committee and local committees adhere to the
idea of "letting a hundred flowers blossom and a hundred schools of
thought contend" for the development of science and culture;
maintain close ties with government agencies and other related
organizations; conduct investigation and research into fields of
politics, law, economics, education, science and technology,
culture and arts, medicine and health, and sports, maximizing the
role of CPPCC members and their areas of expertise.
The CPPCC National Committee and local committees help and
facilitate social groups to undertake various causes conducive to
socialist development.
The CPPCC National Committee and local committees organize and
encourage members, on a voluntary basis, to study Marxism,
Leninism, Mao Zedong Thought, and the theory of building socialism
with Chinese characteristics, concern themselves with state
affairs, study and exchange professional experiences and scientific
and technological knowledge to enhance their capacity to serve the
country.
The CPPCC National Committee and local committees publicize and
implement policies for the reunification of China, and create
initiatives to establish ties with Taiwanese compatriots in order
to facilitate the realization of this goal. They pay attention to
enhancing relationships and unity with compatriots from Hong Kong
and Macao, and encourage them to contribute to the prosperity and
stability of their respective regions and the construction and
reunification of China.
The CPPCC National Committee and local committees publicize and
assist in the implementation of the state's policies for
intellectuals, giving full play to their role in the construction
of modern socialism.
The CPPCC National Committee and local committees publicize and
assist in the implementation of state's policies towards ethnic
minorities, reflecting their opinions and demands, encouraging
their contributions in an effort to improve economic and cultural
development in areas pertinent to their causes. The CPPCC National
Committee and local committees safeguard the legal rights and
interests of ethnic minorities, improve and develop relationship
between ethnic groups, and enhance the unity of people from various
ethnic groups.
The CPPCC National Committee and local committees publicize and
assist in the implementation of state policies regarding religion,
and unite patriots from various religious circles and encourage
contributions from various religious groups to assist in the
construction and reunification of the country.

nationals residing abroad, strengthening ties and unity, and
encourage their contributions in the construction and reunification

actively conduct diplomatic activities, in light of specific
situations, strengthening friendly relations and cooperation with
other countries.
According to the organizational characteristics of the united
front, the CPPCC National Committee and local committees must
collect, study and publish materials on modern history and
contemporary China.
The CPPCC National Committee strengthens its relationships with
various local committees, and exchanges information and experiences
by studying common issues facing local committees.
